Rigorous impact evaluation of the integrated catchment management programme in Lesotho

Abstract

The RIE measures the short-term impacts of the integrated catchment management programme in Lesotho (ReNOKA) in six priority Sub-Catchments. To do so, C4ED collected quantitative data on 1,743 households from 106 villages. Then a weighting approach (Inverse Probability Weighted Regression Adjustment) was used. This RIE of ReNOKA reveals a mixed pattern of results. The programme suffered from limited visibility and low participation rates. However, the programme demonstrated potential in promoting farming professionalization. The programme reduced the amount of savings as available money was invested for professional purposes. The Natural Resource Management activities, positively affected the participation to community events organized by the project but also lead to a concerning disengagement from broader development issues and formal groups.There is no proof of impacts on erosion risks or overall improvements in land management practices.
