In these times of tightened spending and budgetary cuts, questions r egarding the effectiveness of different financing modalities have become hig hly relevant. Yet, current research and policy discussions on these question s do not provide a clear overall picture, and empirical evidence on differen t financing modalities is scattered. Therefore, this systematic review analy ses the state of knowledge on the effectiveness of core and earmarked fundin g. This entailed a systematic identification of literature that presentsempi rical evidence on the effectiveness of different financing modalities. To assess eligibil ity for BISP, households are registered in the National Socio-Economic Regis try (NSER), which gathers wealth indicators for a proxy means test. Since 20 21, registration centres were introduced at the subdistrict level for NSER r egistration. To address these challenges, BISP launched the One-Win dow Mobile Registration Vans (MRVs) initiative in 2023. The impact evaluatio n has as its main objective to assess the extent to which MRVs make the NSER more complete, inclusive of vulnerable population groups (such as poorer ho useholds in remote locations), dynamic and responsive to shocks, such as flo ods. This impact evaluation uses NSER administrative data and focuses on the first phase of MRV operations, from 2023 to 2025. Since 20 21, registration centres were introduced at the subdistrict level for NSER r egistration.
