   abstract => protected'Diese Evaluierung untersucht eine umfassende Intervention zur verbesserten L
      andnutzungsplanung auf den Philippinen. Methodisch basiert sie auf einer rig
      orosen Wirkungsevaluierung unter Anwendung eines Mixed-Methods-Designs. Kern
       dieser Evaluierung ist die Bewertung eines technischen Ansatzes für die ve
      rbesserte Landnutzungsplanung auf den Philippinen, der über einen Zeitraum 
      von zehn Jahren umgesetzt wurde. Die Wirkungsanalyse belegt moderate Effekte
       im Bereich nachhaltiger natürlicher Ressourcenbewirtschaftung, insbesonder
      e durch mehr Schutzgebiete und initiierte Umweltprojekte, sowie Fortschritte
       im Katastrophenrisikomanagement, vor allem in technisch-planerischen Kapazi
      täten. Dagegen zeigen sich geringe Verbesserungen in der lokalen Regierungs
      führung und kaum Effekte auf Haushaltsebene, Sozialindikatoren oder die all
      gemeine Wohlfahrt, was auf fehlende Durchsetzung von Plänen, begrenzte öff
      entliche Beteiligung, unzureichende Ressourcen in Kommunalverwaltungen und u
      ngelöste strukturelle Probleme des Landrechts zurückgeführt wird. Die Eva
      luation kommt zu dem Schluss, dass die Nachhaltigkeit der Intervention insge
      samt hoch ist, da zentrale Elemente in nationale Richtlinien übernommen wur
      den und positive Entwicklungen teilweise informell auf nicht beteiligte Geme
      inden übergingen. Gleichzeitig wird deutlich, dass langfristige Wirkungen s
      tark von politischen Rahmenbedingungen, institutionellen Kapazitäten und de
      r adressierten Problematik unklarer Landnutzungsrechte abhängen. Die Ergebn
      isse verdeutlichen, dass wirkungsvolle Landnutzungsplanung nur unter günsti
      gen politischen und institutionellen Bedingungen sowie durch konsequente Ums
