Die Wirksamkeit von Maßnahmen zur Minderung von Treibhausgasemissionen (Rapid Review)

Zusammenfassung

In diesem Papier werden effektive entwicklungspolitische Maßnahmen zur Minderung von Treibhausgasemissionen auf der Portfolio- und Programmebene evidenzbasiert und systematisch identifiziert. Hierzu werden zunächst Maßnahmengruppen einheitlich kategorisiert, die Schwerpunkte der deutschen minderungsrelevanten Entwicklungszusammenarbeit (EZ) identifiziert und das Minderungspotenzial einzelner Förderbereiche bestimmt. Anschließend wird die Evidenz zur Minderungswirkung der EZ insgesamt sowie konkreter Maßnahmengruppen zusammengefasst. Auf dieser Grundlage werden schließlich jene EZ-Maßnahmen identifiziert, deren Wirksamkeit durch robuste wissenschaftliche Evidenz belegt ist.
